- Serve as ONC subject matter expert on the unintended consequences of health IT and electronic health information exchange, the impact of health IT on patient safety, and health IT usability.
- Serve as a liaison to the Federal advisory committees, particularly the Health Information Technology Policy Committee and the Health Information TEchnology Standards Committee providing advice and with particular attention to the anticipating unintended consequences of health IT and electronic health information exchange, the impact of health IT on patient safety, and health IT usability.
- Forge alliances with patient safety organizations, quality measurement and reporting organizations, quality and patient safety advocates, and Federal and state agencies to further the unintended consequences and patient safety agenda.
- Develop or identify best practices relative to unintended consequences from health IT, including health IT safety, and strategies for disseminating best practices to providers and other stakeholders, as appropriate.
- Investigate options to existing state and Federal policy and legislation including analyzing and reporting on current strategies or levers and their success in promoting patient safety related to health IT and anticipating unintended consequences of health IT and health information exchange and propose modifications or new strategies when appropriate.
- Monitor the health IT vendor and medical industry environments, including patients, providers and payors, with respect to issues that could affect health IT adoption and health information exchange and advise the Division Director and other ONC leadership regarding potential policy barriers, concerns and avenues for resolution.
- Serve as liaison with FDA and AHRQ on policies related to patient safety for HIT-reports and determining appropriate response.
- Develop strategies for patient engagement and feedback mechanisms in identifying and preventing adverse or unintended consequesces relatd to EHRs, PHRs other health IT and health information exchange.
- Develop strategies across ONC programs, and generate new program ideas (e.g., studies, research, focus groups, etc) and justify budgets for policy and program development related to health IT safety, health IT usability, and other ways to mitigate unintended consequences of health IT.
